Strategic thinking is a change process involving reflection, inquiry, meaning-making and taking action based on informed decision making. Strategic planning includes strategic thinking along with stretching ourselves to probe “what is?” and envisioning “what’s possible?”
A basic premise for any change effort is that ownership of the process and the outcome by all the relevant stakeholders is essential. Key to designing a participatory process is that the design engages people in co-creating the change that matters most for them. The planning process is a vehicle to both plan and enlist people in the change process. Critical to accomplishing this is providing forums for key stakeholders to contribute to the effort (see PDF on collaborative governance).
When a planning process is well done, it provides opportunities to engage stakeholders throughout a system to think strategically.
